Mr. Cemil Başpınar graduated from the Department of Civil Engineering of the Istanbul Technical University, in 2004. He took his master's degree at the same university in 2009. In 2004, he started to work as an assistant patent examiner at Turkish Patent and Trademark Office (TÜRKPATENT) and he became a patent examiner in 2008.

In 2015, Mr. Başpınar was appointed as the Vice President of TÜRKPATENT, and, in 2021, as a Member of the Management Board of the Office.

He has been assigned as the President of the TURKPATENT andManagement Board on September 9, 2022 after having served TURKPATENT as the Vice President and Acting President of the Management Board and of the Office.

During his tenure, in addition to his duty as the Rapporteur of the Eleventh Development Plan-Specialized Intellectual Property Rights Commission, Mr. Başpınar has carried out the chairmanship of a number of committees that were established under the Turkish Design Advisory Council and the Intellectual and Industrial Property Rights Coordination Board. Mr. Başpınar has additionally held the Presidency of TÜRKPATENT Disciplinary Board for the Patent and Trademark Attorneys since 2017, and also the Presidency of the Industrial Property Valuation and Consultation Services A.Ş. (TÜRKSMD), a subsidiary of TÜRKPATENT.
